David Warren is the Head of Circular Economy Policy Development at the Welsh Government. Born in London and a graduate of the University of Glasgow, David has been in Wales for over 15 years. He has worked in local government, for a regulator and in several key policy roles within the Welsh Government. He is new to environmental policy joining the team in Summer 2018. Before that, he played a significant role in development of the Welsh Government’s Economic Action Plan – the first plan of its kind for almost a decade. Prior to that he has worked on a range of policy issues from housing and equality to demographic change and organisational design.
